Synopsis: Many traditional site investigation methods have been replaced in recent years by high-resolution site characterization tools that are designed for deployment
using direct push boring advancement techniques, but there are penetration
depth and other practical limitations to those technologies. Nuclear Magnetic
Resonance (NMR) geophysical tools are now available for near surface and
shallow aquifer characterization using technologies first developed for use in
the oil and gas industry. NMR logging provides high-resolution quantification
of porosity (both mobile and bound water fractions) and hydraulic conductivity,
and can detect and quantify multi-phase saturations of certain LNAPLs. NMR data
can be acquired through non-metallic (PVC) casing using existing well
infrastructure eliminating the need for additional invasive borings required
with other technologies. NMR is a proven technology that will provide
high-resolution data of critical aquifer properties required for conceptual
site models and for remedial system design and optimization, particularly at
legacy sites where progress toward site closure has stalled. 

Case studies will be presented that demonstrate the viability of using NMR technology for near-surface investigations in both alluvium and bedrock settings. Continuous,
high-resolution vertical profiles of total porosity, mobile, capillary bound and clay bound porosity fractions, and hydraulic conductivity collected from existing PVC-cased monitoring wells will demonstrate how NMR data can be used to develop a robust CSM, provide input to groundwater flow models, and help optimize groundwater extraction wells and remediation systems. Examples of LNAPL saturation detection and quantification will also be presented.   

Speaker: Bradley D. Cross, R.G., P.G. is a Principal Hydrogeologist and Technical Expert at ERM with
over 35 years of experience in environmental consulting, water resources, and
petroleum exploration. Specific areas of expertise include stratigraphy &
sedimentology, hydrogeology, geophysics, and high-resolution site
characterization. He holds a B.S. in Geology from Colorado State University and
an M.S. in Geology from Texas A&M University.

For the past 10 years, Mr. Cross has been a pioneer in the application of nuclear magnetic resonance (NMR) geophysics to the environmental
industry. He has worked with both regulators and industry, and has implemented
numerous NMR investigations at sites across North America in a variety of
geologic settings.

Jim Watson – The Sites Reservoir and North of the Delta Offstream Storage (NODOS) Project

In the summer of 2015, in the midst of the worst drought California has experienced in decades, water was released from Shasta, Oroville, and Folsom Reservoirs to provide vital flows to the Sacramento River – this resulted in some of the lowest reservoir levels recorded and threatened municipalities that depend primarily on surface water.  What if California had another solution? Fortunately, there is the Sites Reservoir – an offstream storage solution that avoids a new dam on a major river (that is, on-stream storage) and captures water during relatively higher flow periods in winter.  The reservoir would store up to 1.4 million acre-feet of water and be located north of the Sacramento-San Joaquin Delta in the foothills of the Coastal Range west of Colusa. 

The California Department of Water Resources and the U.S. Bureau of Reclamation, working in cooperation with other federal, state, and local agencies, have begun planning this project, officially termed North-of-the-Delta Offstream Storage (NODOS).  NODOS would provide a robust set of benefits including: water supply reliability for municipal and industrial uses, agriculture, and wildlife refuges; ecosystem enhancement actions to improve fish survival in major northern California rivers and the Delta; water quality improvements for Delta water users and estuarine species; flexible hydropower generation; recreation opportunities at the new reservoir and improved recreation at existing reservoirs; and local flood damage reduction below the new Sites Reservoir. The mix of benefits would also support improved flexibility and long-term viability of the Central Valley Project and State Water Project. As the current drought is showing, flexibility of these projects is impaired during multiple dry years or droughts. Total water supply benefits of NODOS would be up to 500,000 acre-feet per year on average and over 600,000 acre-feet per year during dry and critical years.

Mark McLoughlin will discuss planning, contract opportunities, environmental benefits and the future of high-speed rail, specifically for Northern California. Mark McLoughlin is the Director of Environmental Services for the California High-Speed Rail Authority and has 25 years of experience and expertise in construction operations, development, project management and environmental regulatory compliance. As a former Senior Technical Specialist for ICF International, McLoughlin provided leadership and oversight of regional consultants handling permitting and mitigation planning for the high-speed rail project. McLoughlin has also previously worked for Teichert, Inc. where he coordinated and obtained land use entitlements and permits for several projects including a 4,000 acre project known as New Brighton, and a 45,000 square-foot office building in Sacramento, and as a program manager and environmental scientist for ICF International (Jones & Stokes), where he oversaw a team of approximately 100 employees handling construction, demolition and restoration operations for several large projects including the Irvine Company 1900-acre Bickford Ranch Community.
